Analytical material by Serhii Dembitskyi, Doctor of Sociological Sciences: “Conflict, avoidance, exchange or cooperation: how do Ukrainians assess the interaction between the state and society?”
In the latest wave of the sociological monitoring survey “Ukrainian Society” (September 2025, N = 1835) one of the questions concerned the character of the interaction between the state and society. The question was worded as follows: “What best describes the interaction between the state and society in our country?” The distribution of answers was as follows:
- Conflict, because of the contradictions that exist (10.1%).
- Avoiding interaction whenever possible (12.5%).
- Exchange, in which each side thinks only of its own interests (39.8%).
- Cooperation guided by shared values (27.1%).
- Hard to say (10.5%).
On the whole these results can be judged acceptable, since two thirds of respondents chose exchange or cooperation. In both cases the parties to the interaction can achieve their interests. The difference is that in exchange those interests differ, whereas in cooperation they coincide. But that is only a surface view, which does not necessarily describe the state of public opinion correctly. For a more precise interpretation of this distribution, let us look at the results of analysing it with additional parameters.
