The website of the Institute of Sociology of the NAS of Ukraine has published an analytical material by Nataliia Tolstykh, Candidate of Sociological Sciences, "Guideposts for reforming the social sphere in Ukraine"
Market transformations in Ukraine were accompanied by a reduction in the state's involvement in managing the economy and the social sphere, which resulted in a fall in the standard of living of most of the population. Because funding was limited and state expenditure was provided on a residual basis, social programmes were cut back and attempts were made to introduce insurance-based pension provision and to deliver health care and education on a market basis. The COVID-19 pandemic and the full-scale war led to a further decline of the social sphere, which in turn worsened the population's conditions of survival and made citizens still more vulnerable in the present threatening situation.
